What lengths will
EISD pursue to keep from disclosing the results
of the 2008
Safety and Security Audit?
Last year, when
KeepEanesInformed first requested this audit in
August 2008, the district claimed the audit was
in "draft" form. This year, Eanes ISD
claims that the now-final audit is completely
related to protecting against "terrorism" ...
the district is pulling out all the stops to
insure that you don't see this report.
I think it is clear that when I requested the
2008 Safety and Security Audit, I believed that
the audit was similar (if not identical) to the
format of the 2005 Safety and Security Audit
that was released to me and is posted on my
website, www.keepeanesinformed.com.
Apparently, the district limited the scope of
the 2008 audit and perhaps removed, from the
final form, the information that would have
allowed the public to compare and contrast the
2005 and 2008 safety and security issues.
Since the 2006 bond was "sold" to the public as
funding for safety and security, all of the
issues in the 2005 Safety and Security Audit
should have been remedied by the funding. I
do not believe this is the case but Eanes ISD
has not produced detailed information that will
allow the public to discern this. Care to
comment?

As you are aware, I first requested this
information regarding the 2008 Safety and
Security Audit in August 2008 and the
district sought an OAG opinion to withhold this
information from the public by claiming the
permissive (not mandatory) exception that the
audit is in “draft” form.
I requested the information again three months
later in November 2008. The district again
denied public access of this information and
mentioned a projected mid-January finalization
of the report.
I again request to inspect this public
information. The previous public information
requests for this information (dated August 13
and November 2, 2008) are attached for your
reference.
The information you have requested is still in
draft form and is still subject to the prior
determination from the office of the Attorney
General.
It is anticipated that the audit document may be
finalized mid-January.

On August 13, 2008, I requested to inspect the
2008 Safety and Security Audit. Eanes ISD
informed the Office of the Attorney General that
the report was consisted of a “draft report”
that at that time existed “only in draft form”
and further, Eanes ISD asserted that the report
“is intended for release in its final form.”
As a result of this assertion, the OAG allowed
Eanes ISD to withhold the draft report.
Three months later, I am again requesting any
and all reports conducted or contracted by the
district for the purpose of auditing or
evaluating safety and security issues in Eanes
ISD during 2008. I trust that the district
has now finalized this safety and security
audit, and that the report is no longer a
“draft” but instead a report that can be shared
with the taxpayers and parents of our district.
Please also produce documents (such as a
purchase order) reflecting the vendor and any
expenditure related to this audit.
